The Secretary of State for Justice issues the statutory MAPPA Guidance under the Criminal Justice Act (CJA) 2003, in order to help the relevant agencies in dealing with MAPPA offenders. The agencies are required to have regard to this Guidance which means that they must follow it, unless they have clear and documented grounds for departing from it (which will be only rarely).
